Documentation Updates for OTC Derivatives Trade Reporting

The Securities and Futures Commission (SFC) issues this circular to remind licensed corporations (LCs) about the Hong Kong Monetary Authority’s (HKMA) updates to the Reference Manual for Over-the-counter (OTC) Derivatives Trade Repository (HKTR) of the HKMA Reporting Service (Reference Manual). A copy of the HKMA’s Notice (Notice) issued today in this connection is attached to this Circular. The changes, as summarised below, focus on the system implementation of data archiving and the outage window on Sundays.

ISO implementation of data archiving and revised outage hours on Sundays

Following the system implementation of ISO 20022 on 22 September 2025, the HKTR system will be further enhanced to support the archiving of historical OTC derivatives transaction data, along with associated information such as valuations, margin and collateral, effective 16 March 2026.

In line with these system enhancements, the HKMA announced on 19 December 2025 and on 6 February 2026 the system behaviour for data archiving and the revised schedule for system maintenance and adjustment to the Sunday’s outage window. Data archiving for ISO will be conducted regularly during the maintenance window from 12:00 PM (Sunday noon) to 00:30 AM (Monday). Pursuant to these updates, the Reference Manual has been refined for the revised Sunday outage. Meanwhile, the existing operating hours on the weekdays (Monday to Friday) and Saturdays remain unchanged.
